Checklist for planning the evaluation process

This checklist will guide you throug the different steps in evaluation process. The things to consider in planning of the evaluation are so-called Pre-Steps (Steps 1-5) and the issues to be considered in conducting the evaluation are called Action Steps (Steps 6-10).



Things to consider in planning of the evaluation (Pre-Steps)



  1. Understanding the concept of evaluation (Step 1)
  2. Set up (check) objectives for the entrepreneurship education and training programme. (Step 2)
  3. Why the evaluation is conducted? Is it driven by a) programme planning purposes or b) by impact analysis purpose? For whom is the evaluation conducted? Who will need and use the information? (Step 3)
  4. Who will do it? An external evaluator or an internal researcher? (Step 4)
  5. Other considerations, e.g. financing? How the evaluation will be financed? (Step 5)

How will the evaluation be conducted? (Action Steps)



  1. Deciding on the measures (Step 6)
  2. Timing? When will the evaluation be conducted? (Step 7)
  3. What information sources can be applied? (Step 8)
  4. Deciding on the methodology (Step 9)
  5. How will the results be used? What are the methods to learn from the evaluation results? With whom to share and discuss these learning experiences? (Step 10)
